Francisco studied at the universities of Oviedo and Alcalá de Henares, where he obtained degrees in theology and canon law. He devoted his career to public service and diplomatic affairs, taking part in important negotiations and activities connected with the administration of the monarchy. He remained attached to the cause of the Archduke until his death..
