Francisco was made the head of the Royal Council of Finance by royal decree, despite concerns that he was affiliated with the Casa de Cortizos. Businessmen were prohibited from becoming members of the Royal Council of Finance; however, the king upheld his decision. Francisco's will was dated 20 October 1690.

Son of Francisco Álvarez Ponce and Blanca Méndez, he married Luisa Pellicer in 1645, and had issue (including Gabriel, †1648 in Madrid; Juan Alejandro, 1648–66; Isabel, †1672?; Melchora Mariana [*1643, Albuquerque, Badajoz], married 1668 to Juan Velázquez de la Cueva (his first marriage), with issue; Teresa María, *<1670, fl 1690; Blanca María, †<1690, married 1668/1669 to Fernando Guillamas, his first wife, with issue).
