Francisco was made the head of the Royal Council of Finance by royal decree, despite concerns that he was affiliated with the Casa de Cortizos. Businessmen were prohibited from becoming members of the Royal Council of Finance; however, the king upheld his decision. Francisco's
will was dated 20 October 1690.
